way from going into production. The public sector has exhibited the same slackness in other non-ferrous metals projects. The copper programme for developing deposits in Andhra Pradesh and Bihar has suffered because of bureaucratic bungling and delays. The civil servants responsible for the project have exhibited an unwillingness to give up the comforts of urban life and be stationed in the mining areas. The progress of the Vizag zinc smelter project too has been similarly slowed down. Thus the foreign exchange costs and the constraints on industrial development arising from lack of reserves of non-ferrous metals have been compounded by the failure to exploit such reserves as there are to the best advantage.
