TAMIL NADU Another Trial of Strength THE stage is set for one more trial of strength between the Congress-(O) and the DMK. Ten municipalities in the State will go to the polls on December 28. In the Panchavat elections held earlier this year, the DMK's performance had been far from convincing, Since then the tide has, if anything, turned against the party. Internecine quarrels and the recent removal of three cabinet ministers from the government have held up to the public gaze the party's errors of omission and commission and brought to light numerous instances of misuse of power. At the same time, Kamaraj has been touring the State extensively, highlighting the failures of the DMK. For these two parties, which are the real contenders for power in Tamil Nadu, the municipal elections will, therefore, have more than the usual significance since they will be testing their relative strength before the final showdown in the general elections, whenever they are held.
