Feunder-Editor: Sachin Chaudhuri Vol V No 42 October 17, 1970 NlXON's well-publicised Vietnam peace proposals soon after his return from his muscle-flexing tour of Europe cannot be dismissed out-of-band as a propaganda exercise or solely as an attempt at influencing the electors in the Congressional election on November 3. There are two significant departures from the previous American position on Vietnam. An immediate, unconditional cease-fire to be effected simply by the freezing of both sides' military dispositions is proposed for the first time and an unprecedented emphasis is laid on finding a negotiated solution for Indochina as a whole as opposed to Vietnam alone. Additionally, the United Stateshas never before offered to make a public commitment to a firm date for withdrawal of all American troops.
