Surely, from the point of view of the demand for and supply of various Physical resources this is something which is as much relevant as the quantum and pattern of public sector investment? That apart, in the absence of any guidance from the Planning Commission, what do the financial institutions, including commercial banks (which are constantly exhorted to tailor their operations to so-called Plan priorities), have to guide their working? And yet the Planning Commission would have everyone believe that the Annual Plan is nothing short of an "operative instrument of implementation". Must the Commission devalue itself like this?
