WASHINGTON Bricklayer Administration mains the American President's biggest challenge. It used to be said of Robert McNa- mara that he was one of the very first to tame the Pentagon. But Nixon among the Presidents of recent times, has conic closest to taming the Pentagon, and he has done much better than the former Defence Secretary. He has overruled the military on biological warfare and draft reforms; he has sacked General Lewis Hershey, the Draft Director, and unshed through a more equitable draft lottery. He has ordered the closing down of bases both .it home and abroad and made more cuts in military spending than either Kennedy or Johnson. Even allowing for the fact that he came to power at a time when military spending had readied a point of supersaturation and was ready for trimming., the fact that he had the courage to do the trimming and to insist that defence spending was subservient to the edicts of the Budget Bureau was a major step forward. The so-called Military-Industrial Complex does not look quite so formidable now, even if it can twist the Administration's arm to fire the "cost watch-dog" who drew public attention to the mullt- million dollar overruns on the giant C3A cargo plane proves successful, the President might indeed have rendered his greatest service to the world.
