PLANNERS should be able to remain unmoved by the; passing pulls and pressures affecting the actual implementation of the plans they formulate. But such unconcern is possible only if the implementation 'of the plan remains faithful to its broad frame and direction, and if, in spite of the short-term fluctuations and compromises which may be necessary to meet contingencies, the plan's essential purpose is progressively fulfilled. There is, however, serious cause for worry if those responsible for the implementation of the plan work entirely on an ad hoc basis without reference to the plan.
