AND POLITICAL WEEKLY ANDHRA The Useful Pyramid THE elections to 16,000 village panchayats in Andhra Pradesh, held in June, smacked of a miniature general election and called for considerable organisation. No particular political issues were involved but the entire rural community was involved in the exercise of choosing members for village panchayats and sarpanches, or presidents and upa-sarpanches for them, who would take charge of the village administration and village development programmes for the next five years, The set-up that has emerged through the elections at the village level will, no doubt, have an impact on the set-up at the samithi and district levels and still later on the political set-up at the State level.
