 Obiter Dicta on Defence THE only claim to distinction that the. report of the Administrative Reforms Commission's Study Team on defence matters can make is that it is perhaps the last in the long series of such reports spawned by the ARC. It was submitted on the very day that the Commission was formally wound up, its Chairman having been found a comfortable berth in the Central Cabinet. For the rest, the report follows the stereotyped pattern set by its numerous predecessorsFrom the extensive summaries that have appeared in the newspapers it would appear that the Study Team bus sought to conceal its failure to go into any of the issues covered by its terms of reference in sufficient depth by commenting cursorily on a wide range of subjects, many of them only peripheral to its principal concernIts sweep extends from the decision to make membership of NCC voluntary to resettlement of demobilised service personnel
