Canada, however, reportedly had reservations about ln- dia's capacity to supply equipment and was keen to see that its aid was used tor a complete micro-wave system as, for instance, between Delhi and Bombay. As a result, though the Canadian aid was announced last September, l has taken nearly eight months to translate the commitment into an agreement. At one stage, it appears, Larsen and Toubro proposed that it might be able to produce some equipment (mainly antenna) in India with foreign collaboration. ft is not known at what stage the proposal is now. Nor it is clear whether this group will be allowed to manufacture micro waver equipment under the new industrial licensing policy.
