 Bengal was greatly affected by the loss of Sylhet and East Bengal and after 1905 it stopped altogether. The once- flourishing Karimganf riverine port now has a deserted loot The bulk of Cachar's population is fed on Assam valley rice. The agricultural package programme, which was started in 1961, has not raised production. The programme was conceived in haste and was not comprehensive enough to be effective. Its failure is seen in the food shortage and the seething agrarian unrest.
