There is, besides, the more difficult job of keeping a disparate alliance together. Behind the scenes the cauldron of discontent continues to babble over. Within the new Congress itself, there is growing anger over the question of abolition of the Legislative Council. Soon after the Assembly had passed a resolution for the abolition of the Coun- cil, members of the Assembly began to develop second thoughts and by now about 150 members have signed a representation for a further lease of life to the Upper House. This seems to strengthen the charge levelled against the Chief Minister by many of his own partymen that they had been hustled into voting without prior consultation.
