THE protectorate of Sikkim occupies a strategic place in the defence of India. And, since roads are the only way to reach supplies to the forward areas where the Indian army confronts the Chinese, one would expect that pains would be taken to see that the construction and maintenance of border roads would be efficiently and carefully managed. Yet the performance of the Indian authorities and representatives in execution and surveillance has been appalling.
