ANDHRA Improving the Crutches THE reaction to the report of the Jurists' Committee, appointed by the Government of India under the chairmanship of former Chief Justice K N Wanchoo, on service safeguards in Telengana region has been one of disappointment. The Committee understandably could not prescribe a remedy to the constitutional impediment to reservation of posts in the State services for residents of Telengana region, such as existed until the Supreme Court invalidated the rules prescribing residential qualifications for recruitment to subordinate services with salaries upto Rs 300 per month. After examining in detail the position regarding constitutional safeguards, the Committee concluded that nothing could be done unless the Constitution itself was amended. Remedies had to be sought outside the Constitution, through appropriate administrative and other arrangements. These the Committee has sought to spell out. The measures it has suggested have relevance not only to Telengana but to other States as well where a similar situation obtains or may arise.
