January 25, 1969 classes in comparison to those for the 'post-matric' category, one finds that States that acore lower than the national average are the five already included in the same category in the previous paragraph, viz, J and K, UP, Mysore, West Bengal and Kerala. Reviewing the two classifications together we get the picture of four States, viz, J and K, UP, West Bengal and Kerala which seem to have solved the problem of retaining those who once enter school and enabling them to move to the top layers of education. The narrow base and high degree of retention of students till the higher levels seem to characterise the educational policies of these States, Among States that present the opposite picture
