At present, much credit to units located in admittedly underdeveloped States (for example, tea gardens in Assam, engineering units in Bihar) are attribute ed to advanced States (such as West Bengal or Maharashtra) where the head offices are located. It is necessary to reclassify data according to location of plant before any decisions on credit allocation are made. Who will do this?
