have to be looked after in a more effective way and for this purpose the Committee has recommended the setting up of a Small Farmers Development Agency initially in a few selected districts. From the broad ideas contained in the Committee's recommendations, it appears that this Agency will merely serve as a guarantee agency so as to goad the normal credit sources to advance loans to small farmers. Much may not be achieved through this approach. What is required of this Agency is that it should look after practically all the problems of the small farmers in the district concerned and get itself involved in executing development programmes such as lift irrigation schemes that would benefit a large number of small farmers. One of the reasons why many small farmers have not been able to come forward to avail themselves of credit facilities is that their repayment and risk-bearing capacity is limited. The proposed Agency should therefore work not only as a credit intermediary but more importantly as a promotional and technical agency which will draw the small farmers into the developmental process. If this is to happen, the Agency will have to be properly staffed with technical personnel who will undertake various agricultural development schemes, including dairying and poultry, for the benefit of small farmers.
