In view of the continuing wide gap between domestic supply and demand and the consequent pressure on prices with ruinous impact on exports, the Government should have a planned policy for imports. It should not be difficult to import substantial quantities of soyabean oil from the US under PL 480. The disposal of this oil will also need to be very carefully planned. The way the State Trading Corporation has been making its purchases and allocating imported soyabean oil to the vanaspati industry leaves much to be desired. If Government wishes well of the consumer and also of the export trade it will have to take adequate steps to contain prices within reasonable limits, notwithstanding shortages.
