The inspiration for the merger proposal came essentially from Thapar's need to improve Ballarpur's liquidity with Shree Gopal's idle funds; besides, while Ballarpur has adequate forest reserves for future expansion, Shree Copal's position in this matter is not as secure. Since Thapar equity in Ballarpur is relatively small and quite large in Shree Gopal, the group's hold over the former would have been strengthened after merger which was perhaps a necessary condition to enable Ballarpur to diversify further, maybe into titanium (Thapar's coal-based fertiliser project would be handled through the group's coal companies).
