March 8, 1969 Expenditure Lags and Leads THE Budget for 1969-70, according to the Finance Minister's statement, provides for a Plan expenditure of Rs 1,738 crores. Of this, Rs 680 crores are earmarked for Plan assistance to States and Union Territories and Rs 117 crores for Centrally-sponsored schemes which form part of State plans. Expenditure out of the Budget on the Centre's Plan will thus be Rs 941 crores. To get at the size of the Centre's Plan for 1969-70, this figure has to be augmented by Rs 165 crores which Railways, Posts and Telegraphs and other public sector undertakings are expected to find out of their own resources for their Plan schemes. The size of the Centres Plan in 1969-70, the first year of the Fourth Plan, is, therefore, Rs 1,106 crores.
