Off-On Crisis AFTER a brief respite, Western European foreign exchange markets have become restive again. The immediate cause was the strike by workers in France's Renault automobile works which, it was feared, might set off a chain reaction of labour agitation against de Gaulle's austerity measures. The pressure then extended to the British pound and the Bundesbank has had to support the market by buying dollars.
