given out the usual arguments to justify this: the sanction of loans depends upon the pattern of inflow of applications; credit is only one factor in a decision to set up a unit; availability of raw materials, proximity to market, and entrepreneurial skills determine the location of an industry. These are substantially correct arguments. But the fact remains that none of the all-India financial institutions, from the IDBI down, has thought of formulating special liberal schemes for entrepreneurs willing to set up indus- tries in the backward regions or States.
