Raising the Ghost

WEST Germany has been, for the Soviet Union, the wolf in Europe. Its was the hand that had stirred up 'counter-revolutionaryactivity in Czechoslovakia. The latest of the blasts of self-righteous indignation which the Soviet Union has been directing at West Germany has taken the form of a warning that unless West German 'militarism' was curbed, it might even exercise its right under Article 107 of the UN Charter to directly intervene in West Germany. The warning followed Chancellor Kiesinger's call for a NATO summit meeting to consider the situation created by Soviet occupation of Czechoslovakia.
