Neither the slogan "from the Atlantic to the Urals" nor the hope of rapid liberalisation in the communist countries appears as valid today as it did a few months ago. Though the French President's foreign policy was based on an all-pervasive world view, the realisation of his dreams depended on the trends of events in Europe. It had been his hope that as Franco-Soviet relations improved, conditions would be created for the emergence of a new Europe
