WHAT is the destiny of the public sector? From leadership of industrial growth in an idyllic socialistic framework and undertaking of assorted fire-fighting operations, it has slid down to mundane questions of management, marketing and finance. Much energy has been spent on how much of the tasks of the public sector should be handled in New Delhi and how much on the ground. The real issue, however, is not of control vs autonomy; the public sector's prob-lems would not be solved spontaneously the moment New Delhi politicians and bureaucrats vow self-control. Abstinence is not a virtue in key entre-preneurial decisions which, in relation to the public sector, necessarily require political motivation and support and pre-emption of resources from the national kitty, at least so long as financial self-sufficiency is a distant prospect.
