When government brings forward legislation to ban donations by companies to political parties, the implication appears to be that companies have been indulging in an unhealthy practice and that political parties themselves are not to blame. Companies admittedly have a vested interest in giving donations since no one gives money purely for the idealistic purpose of strengthening democracy. But if a company is to be punished for contravening the provisions of the amended Act, should an offending political party go unpunished? If it is argued that companies give donations to influence policies, should not parties which accept donations be punished since it is normal for punishment to be more severe for the man who accepts a bribe.
