Autonomy and Integration SUPERFICIALLY, the political pattern which emerged from the fourth general elections appears to have been almost completely undone. Of the non-Congress governments which came to power last year only four survive, and of these the one in Madhya Pradesh will go over the brink any moment. The fall of successive non- Congress coalitions after uneasy spelts in office during which they were, without exception, completely unable to apply themselves to the tasks of governance has raised expectations of a gradual restoration of Congress rule over most of the country. Simultaneously, evidence of the Congress party's rehabilitation is sought to be seen in its victories in the Haryana mid-term elections and in stray by-elections here and there.
