Up the Garden Path Again

THE Prime Ministers advice to representatives of the All-Party Hill Leaders' Conference to be patient over the projected reorganisation of Assam since consultations took time in a democracy was a cruel joke. The APHLC has been patient enough for years while the Government has carried on endless 'consultations' with the Assam Congress, both directly and through committees such as the one appointed last year under Asoka Mehta. But when at last the Home Ministry formulated a definite proposal for consideration by the Cabinet it was not unreasonable to presume that the 'consultations' had come to an end and that something was being done to meet the hill tribes' long-standing demand to be freed of the overlordship of the Assam Government which is dominated by the people of the Brahmaputra valley and in which they have only token representation.
