there seems to be no reason why a tax on useless cattle cannot be administered. And since the objective of this tax is to make the maintenance of useless cattle burdensome it would be proper to levy a tax on useless cattle. In appears, however, that neither of these two taxes would be easy to administer. In fact, for objectives like these, educational and other positive measures would prove more effective than negative tax measures, which would tend to be evaded. It does not seem worthwhile, therefore, to levy this tax.
