PRAGUE has promptly denied reports circulating in the West about Russian troop movements on its borders. Indeed, it would have been extremely surprising if the sophisticated Russian leaders of today had thought of so crude and disastrous a step. It is not the fear that the Czechs might offer any more resistance than the Hungarians did in 1956 which prevents Soviet intervention in this form. Many things have happened since 1956 to make it both impossible and undesirable for the Russians to conceive such an extreme remedy for what has by now become a chronic ailment.
