necessary nor possible for even the six major universities, not to speak of all the universities, to have top-level centres in all the basic sciences, as contemplated by the Education Commission. We lack the highly trained personnel and funds required for this, instead of attending to all the departments of all the six major universities, we should begin with developing one top-level centre in each basic science, such as mathematics and theoretical physics, nuclear physics, classical and quantum mechanics, genetics, and so on, at each university. Where possible two top-ranking centres for a basic science may be created to encourage competition.
