 freight element has been compounded by the marked preference for on-site fabrication shown by Hindustan Steelworks Construction (HSC), which handled the placement of orders on behalf of Bokaro. In fact, it was really HSCs readiness to hold out inducements for on-site fabrication (e g, advances to meet costs of setting up shops at site) which encouraged many new entrants into the field to take long shots at bagging orders by quoting low. Established large fabricators, on the other hand, were understandably reluctant to duplicate capacity at site when their existing capacity elsewhere remained underutilised.
