It is an extension of his personal experiences with the Chinese that he leaves them out of a gathering in which he is only too anxious to include France and Japan. It is clear that according to President Tito only those countries arc non-aligned which are trying to keep away from the super powers without challenging the very basis of the system that they have built over the post-war years. There is a great deal of justification for such a definition, but one wonders why on issues like South Africa and Rhodesia the record of collaboration with these countries of the French and the Japanese should be so easily overlooked in including them in the list for a new non- aligned conference.
