The State Government stepped in because it has invested a considerable amount in share capital and guaranteed certain loans advanced to the company. The precise causes of the mill's failure have been a matter of controversy. The imported machinery, it is alleged, gave trouble in operations and the Indian and American collaborators found it difficult to work together right from the beginning. Shortage of bagasse, the main raw material from which the mill produced its paper, added to the difficulties.
