Who Will Do the Planning? IN THE NEXT fortnight or so the country will have passed through the test of another general election. The period of uncertainty and tension occasioned by the coming general elections has been more severe than at any time since independence. This should soon come to a close and the normal business of administration be resumed. This is at least the hope of the planners and those responsible for economic policy-making, who for the last several months have faced constant frustration and exasperation at the total indifference of the political leadership towards their labours.
