The Government policy of penalising groundnut extractions through an export levy and allowing incentive for the export of cottonseed decorticated cake is difficult to appreciate, especially when cottonseed cake is more important for domestic consumption than groundnut extractions. If the Government is still keen to assist the development of the cottonseed extraction industry, it had better think of some other means. There should not be much risk in doing away with incentives and leaving exports free. Exports will become possible only if prices come down quite considerably. The decline in prices should be welcomed. Exports will POLITICAL COMMENTARY act as an automatic check on prices declining to below international levels.
