still be suggested that the second Election indicated a trend towards strengthening of the regional forces. In fact, it led to the emergence of some purely regional parties like the Ganatantra Parishad which for a time looked to be the coming pattern since it was local issues which interested the voter and mattered to him most. Subsequent developments have showed, however, that this was a wrong clue and that strength of local interests and attraction of local issues could hardly provide a sound basis for any analysis of this sort.
