Towards a New Sugar Policy

 million tonnes of foodgrains in 1966. as against 7.5 million tonnes in 1965 and 6.3 million tonnes in 1964. Massive imports, together with better procurement, enabled the Government to undertake foodgrains distribution on a scale never thought of before. During 1966, 241 million persons or about one-half of the population were covered by statu- tory or informal rationing. To serve this mass of population as many as 1.41 lakh fair-price shops and' .or ration shops are working at present.
