In India many of the small newspapers survive entirely because of the underdeveloped state, technologically and managerially, of the press as a whole and because it is still possible to run newspapers on a shoestring, Wage Board awards and legislation for protection of working journalists notwithstanding. These circumstances cannot be expected to last and when they disappear will small newspapers survive, quite apart from whether we have commercial broadcasting or not?
