July I, 1967 secretaries who will presumably give the benefit of their accumulated wisdom extempore on each case and then ask their underlings to get down to the old business of prolonged bargaining. This approach completely Ignores the fact that the petty savings derived from endless negotiations do not make up for the consequent loss of time and production. On the contrary, they materially affect the climate for foreign collaboration which the Government is so keen to improve.
