Reassessment All Round THE ATTEMPT by Rammanohar bohia and his associates to use the Presidential election to topple the Congress Government has produced exactly the opposite results. The projected grand alliance of divergent opposition parties, having as its sole objective the capture of power from the Congress, only succeeded in sharpening the ruling party's instinct of self-preservation. As a result, factional battles in the Congress were pushed into the background. In the final count, the upshot of the election of May was to tilt the balance in favour of the Congress.
