languages would be the regional language and English. Between these two opposite views were moderates like Andhra and Mysore who pleaded for retention of the three-language formula. Interestingly enough, as at the conference of State Ministers on food policy, when the line-up was the surolus States against the deficit ones, on this occasion again the division was not between Congress and non- Congress States. Thus, Morarji Desai found his strongest supporters in the Jan Sangh and SSP Education Ministers of U P and Bihar.
