Towards President's Rule THE REJECTION of the Congress as the ruling party in UP has a much deeper significance than its debacle in States like Orissa and Madras. The mass character to the Congress was built up here by Jawaharlal Nehru and his close comrades like Purshottam Das Tan- don, Acharya Narendra Dev, Haft Ahmed Kidwai and Z A Ahmed. Under the leadership of Nehru the UP Congress grew deep roots among the peasantry. It was in this State that Nehru launched the first no- rent campaign in India in the Thirties. The resolutions of the UP Congress on zamindari abolition, collective farming, nationalisation of industries, etc, fill inspiring pages in the history of the national movement.
