This did not call for image-building among the general public. On the contrary, it was good to keep out of the limelight, leaving the Congress to function as a sort of front organisation to beguile the people with talk of socialism and social justice. Hence the curious spectacle of the most influential sections of the press, owned by some of the biggest business groups, giving generous publicity to the programmes of the Congress, even though these were often contrary to the interests of private business.
