Pressure to Change Steel Policy THE HIGH UPS in Yojana Bhavan are a harrassed lot just now. The Draft Outline of the Fourth Plan has evoked little enthusiasm and attracted much criticism. As it is, the Draft was a compromise among pulls and pressures from different directions but it is now being subjected to fresh political pressures. While the Planning Commission has carefully tabulated the spate of contradictory criticism and is considering how best and to what extent the different points of review can be accommodated, it is not sure what political support it can count on in drawing up the final plan report.
