Away from Plebiscite Politics?
THE FIRST ANNUAL Conference of the newly-formed Kashmir unit of the Congress Party in Sri- nagar last week attracted hardly any attention outside the State. It would have been different had not inclement weather prevented Indira Gandhi and Kamaraj from making the journey to Srinagar to attend the Conference. Minus the glamour of the presence of the Prime Minister and the Congress President, the importance of the emergence of the Kashmir Congress for the future shape of politics in the State was quietly ignored.
