Last year railway capacity caught up with demand, mainly owing to the slowing down of the growth in demand rather than to increase in capacity. This failure in the rate of growth of demand for railway carrying capacity has caused a chain reaction of cancellation or postponement of orders from the railways with consequent disarray in the production plans of suppliers. It also appears that the difficulties of the suppliers have been compounded by the railways' erratic budgetary procedures and methods of ordering supplies and their inability to frame a clear policy regarding future longterm requirements.
