Streamlining Tax Administration

Like the previous plans, the Draft Outline of the Fourth Plan has called for an "improvement of the taxcollecting machinery" as a means of bridging the "resources gap". The Planning Commission probably looks at the issue from the angle of revenue: but an overhaul of the tax administration is urgently needed from the point of view of equity and justice as well.

An important matter, highlighted by the writing off and scaling down of the tax liabilities of various firms and reported to Parliament during its current session, is the long delays between the submission of returns of income, the holdings of hearings and the completion of assessments. The fortunes of wellestablished parties seldom change very quickly and if the hearings, assessment and collection of taxes are completed expeditiously, the incometax department would be saved the onus of showing to the welltodo a degree of leniency that persons of modest means simply would not ask for on grounds of prestige and honour.
