Railways in the Red THE NEXT Railway Budget, it now seems certain, will bring increases in freight rates and passenger fares. For, first, the Railway Board apparently feels that the Rs 2,094 crores provided by the Planning Commission is sufficient for just half of the Railways' Fourth Plan expansion programme. And secondly, S K Patil told the Railway Users' Consultative Council recently that the Railway this year might lift just 5 million tonnes of additional traffic against the 12.1 million tonnes it had anticipated. A fall in the Railways' additional earnings, therefore, seems inevitable this year.
