November 19, 1966 Who is Afraid of UN Sanctions? AS THE 'illegal' regime of Ian Smith in Rhodesia prepared to celebrate the first anniversary of its unilateral declaration of independence last week, the Organisation of African Unity addressed yet another hopeless call from Addis Ababa to Britain to bring down the regime "by any means including the use of force". Ian Smith is hardly likely to be perturbed; he knows well enough that it is with Britain he has to deal, not with the OAU and in dealing with Britain he has not so far done badly at all.
