With the trend towards free movement of foodgrains among the regions, it seems appropriate to examine the prospects and problems of building an interregional programming model for crop production.

Agricultural sectors in the less-developed countries of Asia, Africa, and Latin America are undergoing a spread of new seed varieties and an intensive application of fertiliser and irrigation inputs. It has been observed that, in the allocation of modern inputs, farmers apply a discounting factor on the expert advice because yields diverge considerably from those claimed by the agricultural scientists.

There was also good reason for such a hope. But crucial to its realisation is the capacity of government policy to use the Green Revolution's potential benefits to greatest advantage.
